Answer first: Not enough Bandwidth (or Energy) to unstake means the unstake transaction itself cannot pay network fees. Keep liquid TRX to burn fees, or free Bandwidth, then resend.
Fixes
- Leave unlocked TRX for fees.
- Stake a small Bandwidth buffer if every tx fails.
- Avoid draining 100% of resources before exit.
